Council Meeting – April 2013
STANLEY TOWN OFFICE
Tuesday, April 30, 2013, 7:30 pm.
Town Manager Terry Pettit opened the meeting with the following Council members in attendance: Leon Rickard, Richard Dorraugh, Martha Graves, Bruce Stoneberger and Mike Knight. Also attending the meeting was as follows: Chief Timmy Foster and Citizen Mike Uram.
Councilman Rickard gave the Invocation and Councilman Knight led the Pledge of Allegiance.
The Agenda was presented for tonight’s meeting. There being no additions or changes, Motion to approve the Agenda as presented by Martha Graves, seconded by Mike Knight. Passed Unanimously.
The Monthly Paywarrant was presented. Councilwoman Graves inquired of Bill #4 (Burner Well Drilling) was the amount listed the total for the repairs to Well #1. Town Manager Terry Pettit noted yes this was the total amount and the well was doing very well. Councilman Rickard inquired about Bill #18 (Reed’s) was there something wrong with the Blue Ford Truck used at the Sewer Plant. Town Manager Pettit noted the truck needed tires.
Town Manager Pettit noted the Line-of-Credit has only been used only to pay the Burner Well Drilling Bill for Well #4 and it was also noted Chief Foster’s car would be paid off this month. Councilwoman Graves inquired how much had been paid on the audit bill. Town Manager Pettit noted we paid $7500.00, leaving a balance due of $7800.00. Motion was made by Bruce Stoneberger, seconded by Richard Dorraugh that the paywarrant totaling $112,494.10 be paid. Passed Unanimously.
Mr. Pettit also noted the need to extend the loan for 60 days, taken out for the equipment purchased by the Police Department which is reimbursed by grant money. After a brief discussion Motion was made by Mike Knight, seconded by Martha Graves to extend the same. Passed Unanimously.
Mayor Purdham arrived at the meeting at 7:50 pm.
Mayor Purdham noted it was time to discuss the possibility of raising real estate taxes. After much discussion it was decided to raise the rate of real estate tax from .20 per hundred to .24 per hundred. Motion was made by Leon Rickard, second by Richard Dorraugh to approve the .04 per hundred increase in real estate taxes. Passed Unanimously.
Mr. Pettit noted the Council Meeting for May will be held on Wednesday, May 15th, at 7:30 pm.
Continued Minutes 04/30/13
Town Manager Pettit noted the need to have one more Budget Workshop before finalizing. After brief discussion Wednesday, May 22nd, at 7:30 pm. will be the final workshop.
Mr. Pettit noted he had met with the County Administrator to discuss the proposed well on Goodrich Road.
Mr. Pettit noted we were able to obtain numerous items from the government estimated to be worth about $100,000.00. Mr. Pettit continued noting the following items were obtained: dump truck, chain saws, generator, air conditioner and numerous other items. Mr. Pettit also noted if we choose these items can be sold after one year.
Councilman Knight noted that he was upset with the Board of Supervisors Budget allocations for this coming year. Mr. Knight noted the allocations for the Massanutten Regional Library was $15,000 and the William Kibler Library in Stanley did not ask for an increase from last year’s $3,000. Mr. Knight noted we should all call our Supervisors to ask “what kind of an example does this set for others requesting donations”.
Motion was made by Mike Knight, seconded by Leon Rickard to adjourn the meeting at 8:10 pm. Passed Unanimously.
