Council Meeting Minutes – November 2012
Stanley Town Office
Wednesday, December 12, 2012, 7:30 pm.
Mayor Purdham called the meeting to order with the following Council members attending: Bruce Stoneberger, Richard Dorraugh, Martha Graves, Leon Rickard and Mike Knight. Also attending the meeting was as follows: Martha Shickle with, EDA members Bill Shuler and Joni McCoy, Supervisors J.D. Cave and Darrell Short and Mike Uram.
The Invocation was given by Mayor Purdham and The Pledge of Allegiance was led by Leon Rickard.
Mayor Purdham inquired if there were any additions or changes to the Agenda as presented. There being none Motion was made by Bruce Stoneberger, seconded by Martha Graves to accept the agenda as presented. Passed Unanimously.
Mayor Purdham then invited the guest to speak at this time and Martha Shickle addressed the body noting she was here hoping the body would give their support to move forward with the Virginia Enterprise Zone Program. Ms. Shickle noted the memo the Council received was the same as the Board of Supervisors and they voted to support this effort. Ms. Shickle answered several questions from the body and then Bill Shuler EDA member addressed the body noting they look forward to working with all three of the towns hoping to get this program for our area. Mr. Shuler noted the application is lengthy and a portion is filled out every month until it is due in October 2013. Mr. Shuler noted with the program we would be able to offer a business an incentive to open in this area. Mr. Shuler also noted we have Broadband to offer a new business and feels like this is a good program for our area. The body was advised that the Town of Shenandoah passed a resolution in support and the Town of Luray gave them their support and hoped Stanley will. After some questions and discussion Mayor Purdham gave the support of the Town of Stanley noting it would be discussed later in the meeting. Mayor Purdham thanked Martha Shickle with Bill Shuler and Joni McCoy with the EDA Board.
Town Manager Terry Pettit arrived at 7:38 pm.
Mayor Purdham noted it was time for Old Business.
Town Manager Pettit noted at 7:58 pm. we are still waiting for final approval from VDOT to start taking bids on the construction of our Welcome signs.
Mr. Pettit noted bid proposals for the Public Works’ Building roof repairs will begin in January, 2013.
Mr. Pettit also noted the dump truck that was not sold at auction was sold to an individual for $800.00. Mr. Pettit noted he felt this was a good price for the truck because it was in bad shape.

Town Manager Terry Pettit noted the Waste Management five-year contract has been signed effective December 1st, with the cost reduction reflective back to September 1st. Mr. Pettit noted we were unable to negotiate a deal retroactive to July 1st, 2012.
Mr. Pettit noted another member is needed for the Board of Zoning Appeals. Mr. Pettit inquired if the body had anyone in mind to fill this vacancy. Council did not have a suggestion of anyone for this and Mr. Pettit noted he thought Ronnie McCoy would be good for this vacancy. Council advised Mr. Pettit to proceed with asking Mr. McCoy if he would be interested in serving.
Mayor Purdham inquired if there were any additions or corrections to the minutes from the previous months’ meeting as presented in writing. Motion was made by Leon Rickard, seconded by Richard Dorraugh to accept the minutes from the previous month as presented. Passed Unanimously.
Chief Timmy Foster arrived at the meeting at 8:00 pm.
The Monthly Financial Statement was approved as presented.
The Monthly Paywarrant was presented. Councilwoman Graves noted Bill # 20 (Patton Harris Rust) the breakdown did not match the total. Councilman Stoneberger inquired about Prepaid Bill #8 (Valley Boiler Inspection). Town Manager Pettit noted this was required by our insurance company. Councilwoman Graves inquired when should we expect to see a credit on the Waste Management bill which is retroactive from the date of September, 2012. Town Manager Terry Pettit noted he was advised we should see this credit on the January bill.
Motion was made by Martha Graves, seconded by Richard Dorraugh that the Paywarrant totaling $118,763.18 be paid with the exception of Bill #20. Passed Unanimously.
Town Manager Pettit noted the Finance Committee met and it is their recommendation to allow Terry Pettit to obtain financing in the amount of $61,000.00 for the I&I work and the refurbishing of the Vo-Tech Pump Station with Pioneer Bank for 7 years. Motion was made by Martha Graves, seconded by Bruce Stoneberger to accept the Finance Committee’s recommendation. Passed Unanimously.
Mr. Pettit also noted it is the Finance Committee’s recommendation that Terry Pettit obtain financing up to $50,000.00 for 7 years to repair the roof at the Public Works’ Building whether it is Tin or 30-year Shingles. Motion was made by Martha Graves, seconded by Leon Rickard to accept the Finance Committee’s recommendation. Passed Unanimously.
The Finance Committee also noted the need before renewing the Library C.D. to take enough funding to pay for the parking lot patching and sealing.

Town Manager Pettit also inquired if Council wishes to give the employees $150.00 Christmas Bonus which is the same amount as last year. Motion was made by Bruce Stoneberger, seconded by Richard Dorraugh to give $150.00 Christmas Bonus. Passed Unanimously.
Mr. Pettit noted the Police Equipment Grant for $12,000.00 that we have to purchase all of the equipment before we will receive the funds. Mr. Pettit suggested we get an Open Note from Pioneer Bank to have the funds available to pay for the items. Motion was made Leon Rickard, seconded by Bruce Stoneberger to proceed with the Open Note. Passed Unanimously.
Mr. Pettit noted we have received a Snow Incentive Check from VDOT in the amount of $3750.00.
Mr. Pettit presented the Administrative Report at 8:12 pm. noting VDOT is requiring all towns’ when updating their comprehensive plan meet their transportation plan. Mr. Pettit further noted we have until January 1st, 2013 to notify VDOT to let them know when we plan to update our plan and assure them we will include their plan.
Mr. Pettit noted included in their packets is a sample letter from VML for towns’, cities and counties to send to their senators urging them to adopt a balanced plan to reduce our nations’ financial plan.
Town Manager Pettit noted Ciro’s Pizza have applied to the ABC Board for a mixed drink license.
Mr. Pettit noted Lighthouse Gospel Church has a leak in their newly paved parking lot and they have inquired if the town would dig a 100 ft. ditch with the backhoe so they would not have to mess up the pavement. After some discussion Motion was made by Leon Rickard, seconded by Bruce Stoneberger to allow the same. Passed Unanimously.
Town Manager Pettit noted a request from Page Youth Football League to renew our advertisement with a banner for $150.00 or an ad for $25.00. After some discussion Council decided to hold off on making a decision at tonight’s meeting.
Mr. Pettit also noted we have received a $10,000.00 grant to have a relay switch installed at Well #6. Mr. Pettit noted he will bid this out after the first of the year.
Mr. Pettit noted VRS is now requiring all reports and payments to be made online. The town accountant and clerk are in the process of training. Mr. Pettit continued noting the DMR’s for the sewer plant are also online and now Hawksbill’s reports are also online.

Mr. Pettit noted the Public Works’ Report which was included in their packets if anyone has questions. After several questions Mr. Pettit noted through Forest & Keith’s work the phosphorus level are down at the plant. Town Manager Pettit also noted after Forest spent a month of hard work hopefully we will have sludge removed only once a year.
Chief Timmy Foster presented the Police noting the Christmas Parade was a huge success.
Chief Foster also noted the new car is in service and he is very pleased with the vehicle.
Chief Foster noted our part-time officer Aaron Cubbage was able to break-up a small theft ring which had been stealing batteries from several local businesses. Chief Foster further noted arrests have been made and no one local was involved.
Mayor and Council commended the Chief and his officers for their good work and for the arrests.
The Recreation Report was presented in writing and Mr. Short was not in attendance due to basketball games.
Mayor Purdham noted it was time for New Business to be discussed.
Town Manager Terry Pettit noted the need to discuss the holiday schedule for Christmas.
Mr. Pettit noted he had checked several other towns and they are closed all day on Monday, December 24th through Wednesday, December 26th. Mr. Pettit further noted we are scheduled to work half day on Monday and does council wish to close all day on Monday also. Motion was made by Martha Graves, seconded by Leon Rickard to close all day on December 24th. Passed Unanimously.
Mr. Pettit noted he had found a Trail Grant which is a 50-50 grant in the amount of $75,000.00. Mr. Pettit noted if we are able to get this grant this would complete the walking trail. Mr. Pettit inquired if council wished for him to proceed with this grant application.
Council advised Town Manager Pettit to proceed.
Mayor Purdham noted it was time for Public Comment. Mr. Uram spoke on an ordinance he had researched that was passed in 1934 that gave the Mayor the authority to regulate pedestrian and parking within the town limits. He also made note that the pedestrian walkways need attention and people should wear colorful clothing when walking on the sidewalk so they can be seen by motorist. He then thanked the council for their dedication and wished everybody a Happy New Year.
Mr. Pettit then remarked that he had made VDOT aware about the condition of the walkways and they have scheduled a meeting to discuss them the second week of January.
